CRS designed outlet works and a 23 acre-foot debris basin. CRS worked with North Ogden City and White Rock Development to obtain a debris basin Pre-Disaster Mitigation (PDM) Grant for $1.16 million from FEMA. The Debris Basin was designed to capture 23 acre-feet of debris which exceeds the amount of debris that slid in the North Ogden City 1991 flood event. The debris basin was designed to protect residents downstream of the active alluvial fan. The project required coordination with multiple local, state, and federal agencies to obtain permits and agreements, including North Ogden City, Utah Division of Water Rights (dam safety), Utah Division of Emergency Management, FEMA, environmental compliance, historical compliance, third party landowners, utilities, and public outreach. The debris basin provides successful implementation of engineered disaster mitigation to allow continued growth in North Ogden City.The project also included a nearby property development.
