FEMA and the State of Utah Governor’s Office of Economic Development requested UDOT provide a study to evaluate Dry Creek’s capacity downstream from the Canyon Mouth. CRS prepared a study report with recommendations
for a 4-acre debris basin to reduce flood risk and attenuate peak flows. CRS
also recommended channel and culvert improvements through residential development to pass the 100-year storm event without overtopping the channel. Payson City has engaged CRS in follow-up work as part of an NRCS PL-566 Watershed Plan ($8 Million) to implement flood control measures on Dry Creek.
